For minor work
this is an optional service but for medium to large sized projects and
/ or projects notifiable under the Health
and Safety Regulations it is
considered desirable if not essential.
If commissioned, these
duties would normally commence following receipt of tenders and conclude
after the defects liability period which is usually six months after practical
completion. In brief the duties are divided between post and pre-contract
work and would include:
Pre-contract:
- Arranging and attending
a pre-contract meeting with the Employer and the contractor who submitted
the most favorable tender.
- If necessary, adjusting
the tender sum and issuing an Addendum to ascertain the actual Contract
Sum.
Preparation of the Contract documents and arranging for their signing and
exchange.
Post-contract:
- Attending
regular site meetings to check the quality of workmanship, attend
to any queries and undertaking the Safety Offer's duties.
- If work is
added, omitted or altered then issuing written Variation Orders.
- Ratifying
the value of the work and issuing Valuation Certificates authorization
interim payments to the contractor incorporating any agreed retention
monies.
- Receiving,
checking and issuing the final account.
- Preparing
and issuing the Employers copy of the Health and Safety File.
- Issuing 'snag',
list and ensuring items are rectified.
- Handing over
of building to Employer.
- Undertaking
defects liability inspection, issuing 'snag' list and ensuring
items are rectified.
